The tower's cab is not the problem. It's stacking all of those cargo
continers...

They can't get it done in three years. We are about to open a new tower
here on Aug 21. The process started in the late 90's. From the day
they stick the first shovel in the ground you're looking at 2 1/2 years
minimum.

It's a government project...


They don't work during hurricane season.
