TCAS only works with Mode-S transponders.

Who told you that? A Mode C transponder looks the same on a TCAS
screen as Mode S. The only difference is that two Mode-S-equipped
airplanes are able to coordinate a TCAS maneuver (so both airplanes
won't get told "climb" and climb into each other).
TCAS will interact and with Mode C transponders just fine, and will
even show and give a traffic advisory for aircraft with no altitude
encoding at all.

Okay, TCAS I vice TCAS II. Everyone should specify.

least with the TCAS system I use,
when below about 1500' AGL, the confict resolution mode is disabled for
exactly that reason.

Most older TCAS will activate the RA mode upon rotation. Last month we had a
TA from a B-767 that had just cleared the runway as we were rotating for
take off. I don't know why it wasn't an RA.

really? that's a dumb design.

possibly because of the increase in altitude separation.

Makes sense to anyone ???

I frequently get TCAS traffic alerts referencing aircraft on the ground during
takeoffs and landings.

The TCAS will display traffic with an operating transponder regardless of the
type of transponder, i.e. mode C or S.
