I can almost remember what it was like to be a teenager and think
that
life goes on forever.

An even better question would be what exactly the police thought all these
blinking flashlights would mean to a pilot. And that question, of course,
assumes that the pilot would have noticed them at all. As powerful as even
the largest D-cell Maglites might be, I'm thinking they don't exactly have
the candle power of oh, say, an rotating airport beacon. And airport
beacons are sometimes pretty darn difficult to pick out amoungst all the
other lights on the ground, even when you know where to look and are making
a concerted effort to try to spot them. Some joker with a flashlight? Like
anyone is going to see that? Give me a break!

But for the sake of argument, let's assume that you are flying and you see a
flashing Maglite down below. Heck, let's say you see one and it's coming
from right next to a police car with it's red-and-blue light rack all lit up
like Christmas Eve. So you know it's the cops, and you figure they are
signaling to you. Just what are you expected to do? Pull over to the side
of the airway, come to a complete stop, set the parking break, keep your
hands in view at all times, and be ready to provide your license,
registration, and proof of insurance to Officer Friendly?
