Terrorists are what percent of Islamists? So you want to nuke Medina?
Say for example a certain federal building in OK City got bombed?
Would you also nuke Rome if Irish separatists committed a terrorist

Bin Laden's goal is to unite Islam against the west. The response
you outline would do just that.
