I have a refurbished Dell Dimension 4550 (533Mhz FSB), with P4 2.53 Ghz, 384MB
RAM, frame rate set at 60FPS, and FS2004 runs fairly smooth. I plan on upgrading my RAM to either 512MB or 1GB to have it run even smoother, and upgrade my current video card from an ATI 8500 64MB to something else with, at least, 128MB. My resolution is set at 1152x864 (I have a 19" monitor), and it made a world of difference in FS2004, from the default. Unfortunately, I have it set at 16-bit because of my low memory. But, once I get those upgrades, I'm also getting an additional cooling fan expansion card to cool off the PC since these games heat up the motherboard. Hope that helps!
