Ok thanks! *So the penalties were not for the German pilots for having
inoperative trackers which is what I had assumed from Frank's post.

Sorry for any confusion, the missing trackers sort of spoiled the
online viewing.

Land outs devalued the day.

The penalties were probably for finishing under the 1,100m finish
line. They didn't affect the results because the pilots were the last
ones to make it back.
