True, generally in areas not served by airlines at the time
the facility was built. Military radar is mostly used for continental defense, with some ATC functions, as you fly through their airspace, FAA TC will hand you off. But the entire FAA ATC system is part of the national defense, just as the Interstate Highway system was created by Ike as the National Defense Highway System.
