"desperately looking for someone to save her from herself and that is what I did" is only acceptable if she was not planning to fly again anyway until she worked with a CFI. The point is YOU should not be "saving" her - if she can't "save" herself through her own proactive efforts at remedial training, or whatever she needs, she should probably not be flying. You should feel good about yourself in the fact you dealt with it one on one first. I doubt this would have been the outcome if you'd have involved the feds right away.
