Default Cessna Wheelpants

I need to repair the stock Cessna wheelpants for my 1973 Skyhawk. Splits,
freyed edges, scrapes, etc.
What is the proper type of cloth and resin to use?

Fiberglass cloth, polyester resin. See your local boat shop. Many
auto parts stores also carry it for bodywork. For certified aircraft
you can get the stuff from an aircraft parts supplier.
Most of the readily available resins have a small amount of wax in
them to seal the resin surface off from the air to speed curing, and
if you want to add more layers after the resin has set you'll need to
sand the surface a bit first. And the wheelpants surfaces to be
repaired will need to be really clean, too. No oil or dirt of any
sort.
There's an aviation publication called AC43.13 1b & 2a available
as a book, or you can find it on the FAA website. Has a chapter on
fiberglass repairs, under "composite repairs."
