seriously considering borrowing to do a full commercial licence
from scratch. I.e not even got a PPL yet.

estimate cost is around 25 grand in uk or is it better to do it abroad if so
where
could anyone advise?

Im 36 this year and have put this off for years due to fear of cost but now
feel
its now or never.

any advice appreciated too on here

You don't mention what you do for a living, but have you thought about
traveling to the States, particularly Florida or Arizona, and doing at least
some of it there. This may not be possible (or attractive) for foreign
nationals after September 11th, but I do know how pricey it can get in the
UK. Also, if you are really busy it may be impossible for you to get away
for any meaningful length of time. If I lived there, I would at least do a
cost analysis of doing it overseas. It seems at least somewhat possible
that you would save money.
