Default Airspace Question

Allegheny County (PA) Airport (KAGC) is located in Class D airspace.

The KAGC Class D is located inside the boundaries of the Pittsburgh (PA)
International (KPIT) Class B airspace, except for one small portion of the
Class D which extends outside of the Class B.

If flying into or out of KAGC, staying below the ceiling of the Class D,
and making entry to or exit from the Class D in that small portion that
extends ouside of the Class B, are you governed by the Class B regs or the
Class D regs?

It appears to me as if the KAGC Class D is below the Class B airspace. You
don't need to worry about Class B regs when in Class D airspace.


AGC CDA Floor: GND Ceiling: 3800 MSL

Pittsburgh CBA Floor: 4000 MSL Ceiling: 8000 MSL

KAGC from the Voyager Flight Software System

I studied the KAGC Airspace on "skyvector.com".
The AGC Class D airspace is not "within" the PIT Class B but is located
under a shelf of the Class B.
In order to be "within" the PIT Class B, then the Class D airspace would
have to penetrate what appears to be an unlabeled 7nm Arc where Class B
extends from SFCB80. Portions of an underlying Class D airspace are not part
of the Class B airspace, the higher class takes precedence and the Class D
would be modified to fit the Class B boundaries.

AGC Class D has a ceiling of 3800 MSL annotated by the [38] within the Class
D circle.
The overlying Class B is 40B80.
Yes there does appear to be an area NW of AGC where Class B has a 12nm arc
down to 30B80MSL and then 25B80 at the 10nm arc.
I would venture a guess on the ATC Radar displays, that those areas do not
overlap. I also note the ground in that area is about 1300MSL.

If I depart AGC flying NE, SE or SW and remain below 4000MSL then I am under
Class D control and then Class E.
If I depart AGC flying SE and remain below 4000MSL until the 20nm arc, then
I can climb unrestricted as there is no Class B in that area.

If I depart AGC flying NW, then I transition Class D to Class B very quickly
and need a Class B clearance before penetrating the 12nm arc above 3000MSL
or the 10nm arc at 2500MSL. I could conceivably remain 1000ft AGL, depart
Class D NW bound, enter Class E under the 30B80 12nm arc and remain in Class
E under the 25B80 10nm arc before penetrating the SFCB80 arc approximately
7nm from PIT at which time I would need Class B clearance to enter.

I think the underlying question that may not have been clearly stated.. if
you remain below the ceiling of the class D and do not depart to the NW.
Then you are never governed by Class B rules.

But you do need to pay attention to 91.215 and the rules governing the Mode
C Veil.
I find it interesting that the Class B circles appear to be centered on the
PIT airport and not a navaid?
Montour VORTAC is not the center of the Class B.
