The report is expected to conclude that the current tanker fleet needs
to be modernized and that it would be too expensive to simply put new
engines in the 40-year-old airframes, according to sources familiar
with the report. But it also says that the Pentagon does not need to
decide how to pursue that modernization immediately, the sources said

The Pentagon could consider several options, including performing an
analysis of alternatives, buying used planes from airlines and turning
them into tankers or using a private leasing service to augment the
current capacity, according to the sources familiar with the report.

Now what makes me think thats a tad unlikely!, The airbus's are at a
huge disadvantage, in Fuel load, Range limit, and Size, they are
barely adequate.....

At least thats what the request for tenders looked like after Boeing
wrote/rewrote it for the USAF, the USAF seem to want a smaller fuel
load, over a shorter distance, and don't really want to muck about
with all that cargo stuff either, and are quite happy to pay top
dollar for that exact sort of capability.

Viola!!! Boeing wins...
