Default FS2002 Clock Time

First, thanks to those who answered my last question.

I have a couple of questions regarding the time settings, first (even
though I have checked the "system time" box, my FS clock does not keep
the correct time. Secondly, I cannot change the local time clock to be
different from the GMT clock (it should be +four hours for my time
zone). Whats the point of having two clocks of they are always the
same?
