That would be a Sunderland, designation S-25.

The S-23 was the C-Class Empire flying boat.

Lovely shot of the early pattern external wheels attached,
which hitherto I've only ever seen in models. All the other
photos of main wheels that I have show the sleeker strut
that is close attached and looks almost faired.

I think that those are beaching gear, removed when the plane is in the
water, added when it is beached.
