Default Radar coverage in Canada

My understanding is that radar coverage in western Canada is fairly
sparse, but what about at the higher altitudes, say FL 220 and
above. Thanks for any information.

Based on online flight tracking observations, it seems that radar
coverage is continuous at jet altitudes.
