Translation - U.S. banks owe foreign banks trillions and they were required
to pay their debts to the foreign banks.

I know all you KKKonservative **** Suckers would like to deny that you have
any responsibility to pay your debts, but so sad for you, the only way you
losers could do that is by either changing the law which would immediately
show the world how unreliable and untrustworthy you really are, or allow
your banks to go bankrupt, absolving them of the need to pay back their
debts.

Of course those bankruptcies would have pushed your economy into a real and
lasting depression.
