I just fixed this problem on a piper warrior. Please THOROUGHLY check the field wire and B+ wire for chafing. We had a clamp that was juuuust loose enough to rub a very subtle hole in the insulation on our field wire, and it was causing it to periodically short to ground, just long enough to cause the regulator to full field, and then when it stopped shorting, the alternator voltage spiked briefly and would fluctuate the ammeter.

We changed out to a planepower alternator and regulator, and the regulator wouldn't tolerate the spikes, it would cut off completely for a few seconds before turning back on.
