Default Carb heat. sprung hot or cold?

If a carb heat cable breaks, should the position it springs back to be
carb heat on or off?

if its on you dont have full power if a go around is necessary however
if youre landing and carb icing occurs you are safe

if it is off you have full power but are not protected against carb
icing??
