I've never had to glue chunks of phenolic together. But I have glued
phenolic to fiberglass (both epoxy and polyester resin) to form
reinforcing pads where composite structure meets steel structure. For
that I always scarf the edges of the phenolic to an included angle of
about 30 degrees, and I always sand or grind the phenolic to take the
shiny finish off of it.

There are some pictures on this Web page of me bonding in the phenolic
reinforcements for a test control stick installation:

And here's some pictures of a composite wing spar with Garolite
reinforcements where the main pin bores will be:

As far as what's the best way to join phenolic parts together, I guess
it depends on what specific kind of phenolic you're using (These days
I mostly use Garolite G10, which I'm not sure you'd really call
"phenolic"). And also what kinds of loads you're trying to transfer
through the glue joint. I can't give you much general advice there -
the only things I know that work are the things I've tested.

I hope that helps some.

Thanks, and best regards to all

In my experience the best way to glue phenolic together is with AN3-X.
Most if not all of the epoxy resins we homebuilders use bonds poorly
to phenolic. Drilling holes in the phenolic fitting and using cotton
flox in the resin as a kind of composite rivet makes for a useable
structure. Think encapsulation rather than bonding.

I am building and LED indicator lamp holder. I have a 3/8" and a 1/8" phenolic.
I want to glue/epoxy them together to make 1/2" thick. Using your idea of
encapsulation how would I do this?

Thought you were thinking about structural things like rudder
hinges.....

For what your considering - I think - just sand well with something
like 120 grit sandpaper and use any good epoxy. Whack it with a
hammer and it will probably break at the epoxy/phenolic surface but
for holding LEDS it should be just fine.
