I don't have time to read all 260 pager right now. Here is the AOPA first
take...

AOPA members troubled by TSA Large Aircraft Security Program
AOPA has expressed its concern that the Large Aircraft Security Program proposal
announced today by the Transportation Security Administration (TSA) could have
serious implications on general aviation.

"This proposed rule is an unprecedented imposition of security requirements on
the general aviation community, affecting 10,000 individual operators and
hundreds of airports," said Andy Cebula, AOPA executive vice president of
government affairs. "An overwhelming majority of our members surveyed last week
expressed strong concerns about the proposal."

The rest is at...

[snip]

Imagine the increased dollars and people required for TSA to
audit ~10,000 operators vs the current ~680. Who is going to
pay for all those auditers?

Hey, maybe it'll create good jobs at good wages for *somebody*

If the rule gets adopted as proposed, the operator would contract with TSA
approved auditors who are not TSA employees. I would assume the operator
picks up the bill.
