NEACP (aka "Knee Cap"), National Emergency Airborne Command Post.

Went to Morse Operator School at Keesler Air Force Base, Biloxi, Mississippi
back in 1989 with a couple of the Radio Operator's for 1st Airborne Command
and Control Squadron (ACCS).
