Default OTTFUR HOOKS

Hi, Just tried to get EASA minor mod through, to fit Otfur release hooks
to
a K21/K13. However EASA has declared this is a major mod. Is there anyone
out there in Europe that has a minor or major mod to fit these hooks,
even
if done under previous National Aviation Authority rules.
Reality is this old LBA Ad to replace Tost hooks every 2000 launches is
just a money making exercise. These hooks made by Otfur as good, if not
better workmanship and aleviates having to replace them for this AD.

Any helps would be gratifully appreciated.
