What is that boy doing, and why is there a large wastepaperbasket on
the beach?

A man came home from work early one day, and found his wife naked and panting on the bed.
"Honey," she said, thinking quickly, "I think I'm having a heart attack!"
While rushing to call the doctor, he nearly stumbled over his crying four year old, who told him there was a naked man in the closet.
He ran to the closet, opened the door, and there was his best friend.
"Damn it, Dave" he shouted, "Jill's having a heart attack and here you are scaring the hell out of the kids!"

Boy = frisbee. That's all they ever do if they don't have a dog

Could the paper bin be there for people to put their leftovers and empties
in or maybe it's a signal fire in case some rescuers turn up

Looks like the boy is attempting to catch a frisbee.

and the wire basket is at the end of the yellow caution tape.

(kind of hard to mark off the area when there is no place to
put the warning/caution/hazard/police tape..)
