Default FS2004 IFR practice

Are there parts of the worldwhere ifr conditions are prevalent?
I need some practice...
My first try was a flight in Austria.
I have tried landings at Innsbruck but the Controller tries to get my
Cessna 172 to 13000ft then asks me 6miles from the airport whether it
is in sight.
Is it my inexperience showing here or would I be better off with a dive
bomber :0)

I have tried setting the weather conditions to foggy but weather tends
to be normal at the destination.

Any help for this novice appreciated
