I think the Hualapai tribe is trying to elbow out Luke AFB as the top
airspace grabber in Arizona:

The more recent article has this quote from the tribe's attorney in
Phoenix, Paul Charlton: "The Hualapai have Federal Aviation
Administration-issued permission to regulate air traffic flying over
their land."

I would sure like to see a copy of said permission.
