I would check out custom car and boat paint shops. They will use the best materials available and insure it's well cured. (If the flocking scratches off a custom dash, it's bad for the shop's reputation.) I suspect the DIY flocking materials have to meet product safety requirements. The pro's are allowed to use better, but less safe, materials because they have proper worker protection and ventilated spray booths. The pro's are just more experienced.

I purchased some adhesive-backed black 'durafelt' felt from

and it worked very well for me (and for a number of others to whom I parceled out pieces). I believe I got their #7240 black product.
