The IGC Bureau has approved the following announcement:

Subject: Date of effect now 1 October 2004 for revised IGC-approval
conditions for certain legacy types of GNSS flight recorder.

An announcement was made in November 2003 to the effect that a number of
types of legacy recorders would have the terms of their IGC-approval
adjusted to the new "all IGC badge and distance diploma" level. This
level excludes evidence for world record flights. Originally the date
that this was to take effect was 1 April 2004. However, the issue of
changes of level for IGC-approved recorders was discussed at the recent
IGC Bureau and Plenary meetings held at FAI HQ in Lausanne between 25-28
February. At the IGC plenary meeting a proposal from the IGC Bureau was
approved establishing a new protocol for effecting changes to the status
of IGC approved recorders.

The IGC Bureau has decided that the date of effect for the November 2003
announcement will be postponed from 1st of April until the 1st of
October 2004. This postponement is to allow sufficient time for the
changes to be reviewed according to the newly approved protocol and to
allow current owners of the affected recorders involved in world record
attempts to make appropriate arrangements. The exact details of the new
approval changes protocol will be announced in due course.
