Default RAGS

One important point that seems to be missing is that RAGS are also
pilot conversion traing units. All pilots for a particular type go
through a RAG before going to the fleet. RAGS do not deploy,
detachments do conduct carrier quals. Unless their mission has changed
drastically in the last fedw years.
