I am looking for a drawing for the instrument panel hole for a 3 1/8
altimeter.

I'm pretty sure there is one in the ACS catalog and it is available online
in .pdf format.

Default Hole template or Drawing for Altimeter

If you want to do it the hard way (like I always like to do!), you can
just cut out a 3-1/8" hole (if it's a 3-18" altimeter) and file the
notch very slowly to fit the adjusting knob...
