Default Non TSO'd IFR indicator

The Garmin 430 GPS/COM/GS/VOR/LOC requires an external CDI for the non
GPS NAV. The Michel MC-60 digital CDI http://www.avionix.com/indicator.html
fits the Garmin 430 but is not TSO'd. Does the CDI have to be certified
for IFR use in experimentals?

Where is the phrase "certified for IFR use" defined or the requirement listed?
