Default Preliminary SUA file for Luke Special Air Traffic Rules

For those of us lucky enough to fly targets in Arizona regularly, I've
created an .sua file that implements the FAA's current description of
the Luke AFB SATR, that takes effect in early May:

You can append this file to whatever .sua file you're currently using.

A few things to note:
- The sectors have been encoded as "Class D", because the SATR most
resembles Class D from a practical standpoint -- e.g. two-way
communication required
- The Luke Approach frequencies to use are pasted in the .sua file
comments (118.15 north side, 125.45 south)
- This file was created by hand (after pasting the latitude/longitude
values from the description) and is for (cough cough) temporary use
until the FAA publishes the airspace in the NFD, at which time it
should automatically appear in airspace downloads at www.justsoar.com.

I overlaid that data on the ASA 2010 TP database and will probably
that image in discussions with Luke RAPCON.

It's loaded in my glide computer ready for the weekend.
