Default Good Paint Remover?

I'm planning on repainting the upper tailcone on my Piper Warrior because
the paint is chipping badly. I suspect it was caused by improper preparation
prior to the original paint job of this replacement part. Can someone
recommend a good and safe paint remover for this material? I believe it's
fiberglass but it could be plastic--if that will make a difference to the
paint remover.
