Default Unmanned airships at FL650!

These guys want to put a network of unmanned airships holding in
position over metropolitan areas at 65,000 feet, lofting comm gear for
two-way video, voice, and data.

Getting to the URL may be slow; they're in the process of getting
slashdotted. http://www.sanswire.com/stratellites.htm

It's an interesting idea. I don't see any particular technical issues
that can't be solved, and presumably they think they'll be able to deal
with the regulatory issues. The big question is whether they can make
any money doing it?
