Because it's likely to lead to either a lengthy exchange or multiple
replies - and render the frequency unusable. It is, of course,
dependent on the situation. If the channel is dead quiet, ask away.
However, if you are at a place like my home airport, you have to
listen to the chatter from several other airports (122.8, naturally),
and any unnecessary use really messes things up.

We're not talking about unnecessary chatter. If you don't understand a
transmission you need to ask for clarification.
