Anyone in France or Germany, nearest repair shop to Limoges Bellegarde,contact info

I need someone in the area of the Limoges Bellegarde
gliding club,or someone willing to travel there.
I am looking at purchasing a glider from near there and I need someone to do
a peliminary walkround or an certified engineer to do a full inspection and
report and
if negotiations are successful an export Certificate of Airworthiness.
If no one local then the contact information for the nearest Engineer.
