Maybe! In Washington state, the state patrol does this, but you have to
show them receipts for all the materials that were used to build the
trailer if you claim it was homebuilt. I went through this about 20
years ago, when I bought a homebuilt trailer in Oregon, because Oregon
did not (at least then) require a license for glider trailers.
