My C152 has about 7500 TT logged but the hobbs shows about 3900. Does
this make any sense? Perhaps the hourmeter was replaced?

Does the tach read 7500? Check through the logbooks. If logs add do up to
the 7500tt, there should be something saying the Hobbs was installed or
replaced at sometime later. I wouldn't think that there would be that much
difference between the tach and Hobbs if they were both zero when new.
I suppose it 'could' be a defective Hobbs. (?)

Exactly. My Cessna is on the third Hobbs, but the tach keeps going just
fine. Tach shows about 4400 and Hobbs is 150. Just go back and look at the
logs. Hopefully you will find entries recording the change of the Hobbs
meter.

Most likely. As an A&P I look only at the recording tach reading rather than
hobbs. Some hobbs have been wired to run when the master switch is on while
the tach only runs when the engine is running.
When looking over logbooks one thing I always highlight is any tach
replacement. I have found aircraft with four tach replacements with no one
really following through on total time when removed. Took hours to extrapolate
an approximate total time.

A lot of Cessnas came out of the factory without a Hobbs meter.
This one was probably added during a midlife crisis.
