Then I'm sure they will remove the language on the form that basically says that you
don't have to send it back if nothing's changed.

Exactly how will they do that? What if there's no changes in the
registration?
What sense does it make to increase the amount of paperwork handled, at
taxpayer expense, to look at forms with no change?

In the twenty years I have been secretary of our flying club, I have
never received one of these forms.
