Its very hard. That's why none of the sea schools have you do any
solo. No insurance co will even write sea plane insurance for an FBO
that allows pilots to fly w/o CFI.

I believe all DEs must hold current CFI tickets. I guess that's how
owners of new twins are able to take their checkride even though their
insurance forbids solo until they get a million multi hours. :)
