Sounds like aircraft produced without proper management or QC.

This really makes on wonder about previous aircraft.
When Cessna brought the 172 back into production in 1996, there were
some aircraft that left the factory with rivets in the horizontal
stabilizer that weren't attached to anything beneath the skin.

Dontcha just love those older 172's?
Not too many AD's left - although I just got one for my 172H - the
spring on the shoulder belt clasp can let the belt loosen in an
emergency.
It took 38 years to spot that one!
