Found this on JA Air Center's website the other day:

This solves a problem we(my brother and I) have encountered in our 67
Skyhawk. We were thinking about fabricating some type of panel mount
for our Garmin GPSMap 296 but just couldn't come up with a good design.
This mount will work great as all we need to do is remove the hideous
old Loran and intercom in our panel to make space. We found that the
person flying right seat just couldn't see the display while it was
mounted on the left yoke. We both like to fly with yoke mount
clipboards so we really didnt have a good place for the handheld.
This one works for the 196 and they also make one for the 396.

Now us handheld guys can feel as if we have GPS "in the panel" for a
price a hell of a lot cheaper than the real panel mounts!
If only we had waited a year longer and gotten the 396!

No mention of an STC or PMA approval. Guessing this will have to be a
field approval?
