I believe this refers to a previous r.a.ifr thread started by Richard
Kaplan discussing some ambiguity with a departure procedure text
description.
After a few posts, someone from here contacted the Feds and was able to get
the text of the departure procedure corrected. Hence the NOTAM.

Now if only how I could figure how to get an instrument approach to KWAY
published this efficiently and easily. (They have agreed to design it;
apparently "expedited" aproaches take 12-18 months however.)

Getting a NOTAM to fix a defect on an existing procedure is easy. Getting a
new procedure is tough. If you get one in 12 months from the original
request, you are moving at light speed.
