At first I thought this was an easy one. You have to fly the XC as IFR, and
you can't do that without being rated, so you need the CFII to be PIC.
Well, what about an instrument-rated safety pilot? This isn't quite as
clear, but 61.65(d)(2)(iii) says "...instrument training consisting
of cross-country flight procedures...", so I'd say if it's called training,
it must be from an instructor.

The intent certainly is to have a CFI-I aboard; otherwise what's the
point?

Trust me on this: Take the CFII.

This very issue is why I ended up flying a total of 6.5 hours on the day of
my instrument check ride. :)

Taken from the FAR:

"(iii) For an instrument airplane rating, instrument training on cross-
country flight procedures specific to airplanes that includes ...."

If you look up what instrument training means:

"(10) Instrument training means that time in which instrument training is
received from an authorized instructor under actual or simulated
instrument conditions"

Therefore, the FAR is pretty clear that the IFR xc has to be with a CFII.
