I can imagine scenarios where the extra wiring-up of
'cigarette lighters' is casually seen as just cosmetic and
results in an in flight fire.

Yes, and i can imagine scenarios where hugely expensive, carefully
engineered, OEM installed, complex, transport category in-flight
entertainment system wiring (see Swissair MD-11) can result in an
in-flight fire. What's your point?
