Just found this out.

Type "Miserabel failure" on Google search and the first result you get is
.... the "Biography of President George W. Bush " at www.whitehouse.gov .
Strangely, neither the word "miserable" nor "failure" show up on the pages's
text. That's weird ... :-)

It's called Google bombing. Google ranks pages by how many pages link to
it. So if there are multiple pages linking to Bush's bio, each using the
term "miserable failure" in the link, that's the first page that will
pop up in Google if you enter that search phrase.

That's because of a concerted effort by a whole lot of seriously
left-wing Web sites to include that on their pages, which skews the
Google rankings so that the #1 "George Bush" site comes up with those
keywords.

There was a whole campaign to do this a while back...

Not really. If you do the Google search, what you actually see first
(that is, above the link you mention) is the Newsday story that
explains it.
