Can anyone refer a good paint shop in the CA, NV or AZ area that will
deliver a good prep/paint job for under 7K?

Not sure if your price is reasonable. There are some cheap jobs out
there that will just put new paint on top of old paint. That job will
probably last you a couple years so you can sell the airplane.
California is always more expensive for jobs like this because of the
state EPA requirements.

You are dreaming.
For that price you will get crap. You would be lucky to get a *good* job
for under $12K.
