Apparently for naval littoral warfare. It looks like a gunship pod
mounted on a hydrofoil. That ought to keep those terrorists away from
the ports!!!

It's an anti-small-craft littoral combat boat. Kinda like a fighter
plane for sea warfare. Armed with cannon and hellfires. Supposed to be
dropped off an LCS

Can't make out the first word in the second photograph, but it would
appear that most of the acronym is "High-speed Attack/Reconaissance
Craft."
