The Air Force has made Maj. Harry Schmidt both a scapegoat and the
victim of a public relations ploy, his lawyer says in an appeal
scheduled to be filed today.

The Post-Dispatch got a copy of the appeal Wednesday. The appeal seeks
to overturn a finding of fault handed down July 6 by Air Force Lt.
Gen. Bruce Carlson.

After a noncourtroom hearing, Carlson issued Schmidt a severely worded
letter of reprimand and fined him. The letter castigates Schmidt for a
friendly-fire bombing that killed four Canadian soldiers and wounded
eight in Afghanistan on the night of April 17, 2002.
