Nuked Paris ( I would have preferred this but what do I know )?
Sent in the Marines and where? ( Again France offers interesting
possibilities but we'll get to them eventually ).

I think the denunciation was the manner of the reprisal: firing cruise
missiles at empty Afghan training camps and a Sudanese pharaceutical
plant that may or may not have been manufacturing aspirin. These were
cheap gestures that did no one any good--and no one any harm, except
to the neighbors of the pharma plant.
