I finally made contact with someone in the Santa Barbara County Assessor's
office and they were very helpful. After I identified myself and asked why
I had gotten these two forms to fill out, she started checking the records.
She very quickly found my data file.

Pawnee front seal leak by

Thanks to those that replied to my post in September. One Pawnee was
fixed by changing the crank seal, the other was fixed by snugging down
the governor plate nuts. It took a while to hear about this as I
don't see the mechanics that often.

Question, it seems you don't know before a flight if you will get a
security fail on downloading the flight. If after a flight you do get a
security fail but the seal is good would it invalidate a badge flight.
